Deterrence is the only musical mode wherein the United States and its allies can stop these terrorists. Iran and other terrorist groups have long sought after to manufacture nuclear weapons. The only way this can be stopped is through deterrent actions. al-Qaida has been stopped at least temporarily with the killing of their leader Osama bin Laden.
